PM's are full. . . but I tried calling UPS, but they won't do anything. . . only the shipper can file a claim if it comes to that. . .

Hate to say it, but $700 for that turbo is very near "new from Volvo" territory. You're not going to be able to sell it here for that price. $3-400 is more realistic for a lightly used turbo. -
